If I had to stage something like this, I would go ahead and find a character that would look unsympathetic to the public who's already riled up about the target I want him to take a shot at, make sure he doesn't have the skills to actually pull it off, then keep pumping him until he's convinced he's gotta do it, keep him under sight at all times, make sure he's this close to succeed, and then charge right in, foil the attempt, look like a hero, and make sure the patsy is dead at the end, or not in a position to talk, then release all the information about him that would convince the public that he's the kind of person I want them to think he is.
I would not allege that he was part of an actual organization unless I know there is such an organization because making up an organization may convey the image that there is actually an organized force against my guy, and that is not a direction I would like to take unles there is an advantage in it. Hence, it will always be a lone wolf out there but somehow there is a dangerous edology that radicalized him, which is [points the finger at the other guys] them.
I'm not saying that's what happened here until there is something that actually suggests that but where I'm going with this is that if it is a set upo, it is very likely to be a more complicated one with layers and deniability built in. It would have to take some serious investigation to tease that kind of a plot apart, and the head of the FBI is, you know, Kash Patel.
