They originally said 650 then changed it to 999 to 1000. Apparently there's some headcount cutoff and above that amount it requires all sorts of Congressional approvals.
So yes it's big enough to hold way more but as announced it won't hold more than 1000.
I don't believe a word of it he's building a fortress to protect him and his people from Americans when they refuse to leave in Jan of 2029, if not earlier.
