His scheme is to use pardons and public money to reward those who have committed crimes on his behalf.
It's disgusting.
If this is allowed to stand then the next President can arrange contract killings of every legislator of the opposing party with promises of pardons and cash.
Biden didn't convict those folks, judges and juries did.
