Don's primary diplomatic channel seems to be Truth Social, which angers and/or confuses whomever his outrage (or more likely angst) is directed.
My understanding is that diplomacy is more of a process than a social messaging device. And his visiting Seagulls (aka (special envoys), only fly in, crap on everything, then fly away, aren't getting the job done.
