The shah was America’s policeman for the Gulf, full military backing and security collaboration. The clerics like Ayatollah Khomeini who led the revolt against the Shah were Persian Shiites, not Arab Sunnis.
There is no real backing for the Shah, a monarchy established first in the 1920’s.
He is idolized by Iranian exiles, but no one else.
