The controversy arose because an election-results feed briefly showed an update where Pratt appeared to receive zero new votes while other candidates gained thousands. According to both the Associated Press and Los Angeles election officials, this was caused by a delay in an automated data feed. Votes for some candidates were posted in one update, and Pratt's votes appeared in a second update about a minute later. When the two updates are combined, Pratt received thousands of votes in that reporting batch.
Los Angeles County officials also said there was never an official vote update in which Pratt received zero votes, and that every official results update included votes for him.
So the U.S. attorney's office's conclusion was that the "24,000-ballot batch with zero Pratt votes" claim was based on a misreading of the reporting feed, not on the county's actual vote records.
