The state doesn't harvest. That's what third parties do.
This option is important to native Americans living on reservations as their mail system is rather ad hoc. In some cases, their nearest official post office can be hours away.
California law in this regard is the same as Florida, South Carolina, Arkansas, Kansas, Montana, and the Dakotas (among other states).
