The request did NOT come from the WH it came from the National Institute of Health. but as has been called out online NIH being the requester means it's almost assuredly someone with serious connections, some random guy isn't going to have pull to get NIH involved so it's likely someone with connections and money which.
Not clear if the part about the person regularly being at the WH or not is real, WH denies that but of course they lie about everyhing so if this is Trump, they won't admit it
