And then they started a cottage industry making drones based on what they learned, then scaled up to more industrial scope.

But the basic tech to make drones was always there. What Ukraine did was learn and adapt tactics to use drones more effectively, and make continuous improvements on the technology but most importantly developed an effective doctrine on how to employ drones in the modern battlefield.
