I was in DC just after 4th back in 1981. It was nice until it started to rain. I was at the Capitol where I ducked into a small enclosure. One minute you can see the Washington Monument. The next minute, barley due to the rain. A Capitol police officer stopped by to see if I was alright and told her I'm just ducking the rain. We had a nice chat and she wished me well.
