Yes, they are sh*t.
There are no rationale's or the lifting of either suspension. Under the rules, they both should have missed matches. But, if you want to play "which one is worse"? aka, which one is doubly bad, Ronaldo was scheduled to miss two matches, Balogun one. I think that which one is doubly bad is clear.
Again, I wish the suspension hadn't been suspended. But, it's Chinatown, Jake. I'm cheering for the USA tomorrow, not staying at home self-flagellating.
