The worst nightmare for FIFA would be what would've been my dream semifinal at this point: Morocco, Belgium, Norway, Egypt ... all fresh blood, no repeats -- which would have turned this tournament into a legend, and a disaster for the marketing division of FIFA.
I think what they're looking for is France, Spain, England, and Argentina so that they can turn this into who will be able to win their nth championship and will Messi be able to repeat. (I mean I would't mind it if he did, but yeah ...)
