The EAC certifies voting machines and then states can choose among the certified machines.
Everything else the EAC does is advisory. They provide a suggested model (just like we have with building codes and traffic laws) and states can follow it or modify it.
Unless a state changes their machines, past certifications cover the machines currently in service.
