I've watched all but a couple of group stage games throughout this World Cup, and Clattenburg has absolutely disagreed with referee calls. He absolutely criticized referees for not giving yellow cards, for giving yellow cards, for calling fouls that shouldn't have been called, and for not calling fouls that should have been. He's also expressed strong opinions about potential Penalty Kick situations before they were decided, and he's criticized refs for not going to the monitor when he thought they should have. I've never heard of Mark Clattenburg before this World Cup, so I have no bias for or against him. But those have been my observations after watching almost all of this WC.
