It's so corrupt that it says in the story Iran just figured why shouldn't we ask for a cut of the money and did, and Witkoff made it clear he would do that if they allowed them to keep doing the scam.
If you check the timing this is about the time Iran started publicly calling out Trump for lying about talks and insider trading so presumably Vance didn't respond or didn't care so Iran just said ok we'll just say it publicly
