I can't read the whole article so I don't know but the timing implies they knew it was peeling before they reopened the pool.
So when Trump claimed to have been misled by Burgum about the cause of the peeling, that was a lie too he had known all along it was peeling up before it was even opened back up.
And remember even now he wants those people prosecuted
