He was literally put on the record by Dems will you promise to uphold your job and commit to delivering mail in ballots and he refused to commit. He didn't say he wouldn't but he said as of now he's operating under the assumption that he is doing what the EO says. When asked would he commit to not following the EO if the higher courts uphold the lower courts blocking that and he simply would not commit.
They fully intend to try and rat fink the election by not complying with mail in ballots.
A friend who lives in Georgia says Dems there are doing ads reminding voters of the various dates basically saying if you don't have your mail in ballot by this date you should vote in person even if you have to vote provisionally
