have been talking about how they have a better plan without ever releasing what that better plan is. The only thing they put out has been allowing individuals to get health insurance across state lines. Seriously. They have not advanced a single idea in all these years beyond that little nugget, whose effectiveness is highly questionable. (More likely that was a Trojan Horse to get the insurance companies to consolidate across state lines.)
When Trump said he had a notion of a concept of a potential plan, that was actually the Republican Party retreating from their previously stronger position that they had a plan.
