In the early days of SNL, Franken and Davis did a short film parodying nasty election campaigns. (One of the fake candidates was "Pete Tagliani"). One of the beats was a candidate had a "plan" and the showed a binder that said "(candidate's name) Plan." Cut to the other candidate opening the binder to show it was all blank pages.
Cut to George Herbert Walker Bush. The country was in a recession. GHWB ran ads touting "The Bush Plan" for the economy. In commercials, they showed a binder labeled "Bush Plan for the Economy." When questioned, GHWB said that it wasn't the right time to reveal the details. It came out years later that there was no plan, and the binder in the commercial was filled with blank pages. Of course it was. As I was watching the commercial, I knew. I was shouting "Pete Tagliani!!!!!"
Now, you don't even have to show a picture of an empty binder. If a Pub politician says they have a plan, Pubs will gobble that sh* up like a dung beetle in a sheep ranch.
