The important part is that the ruling was not a final decision saying the mail-in-ballot restrictions are constitutional. The Court lifted one lower-court injunction, allowing the administration to move forward for now, but other litigation and an injunction affecting USPS remain in place.
The states challenging Trump’s order can continue litigating the underlying case.
The administration and the states can also seek further appellate/Supreme Court review of the remaining injunctions.
Today’s Supreme Court ruling did not finally decide whether Trump has the constitutional authority to impose these mail-ballot requirements.
