Means testing is a red herring. It has always been pushed as a way to fracture support for medicare and social security.

If a high enough percentage of people don't receive the benefit, political support will erode. That is the end game.

The WAPO editorial board is ignoring the elephant in the room -- the very wealthy. They don't receive their income in wages (which are taxed for SS and Medicare) yet make huge amounts of money which is not assessed a penny to pay for Social Security or Medicare. Both programs are a tax and a subsidy, and the billionaire class wants to talk about cutting benefits, taxing social security benefits of mostly middle class recipients and cutting benefits.

Anything but taxing wealth or the income streams of the wealthiest Americans who could afford to pay for SS and Medicare.
