What I'm seeing from lawyes online is the SCOTUS ruling basically forced the judges hand, SCOTUS set the precedent so she basically had to lift the stay. But in doing so she practically begged people to sue saying in essence the minute the Trump EO was entered in as "law", it gave them standing to sue.
I'm as skeptical as anybody else it still seems to depend on SCOTUS following actual law not following Project 2025 but it appears that is the plan. Norm Eisen and Marc Elias both say tons of lawsuits are being filed and it's likely a matter of days before a judge then steps in and blocks the Trump plan
