Prior to the order being changed the USPS action had not yet officially gone into effect. Thus, there was no current harm so nobody had standing. That was the essence of the SCOTUS ruling. Now that the action is "real" there is actual harm and the meaningful court battle can begin. There doesn't seem to be anything nefarious, it's just legal details.
