they did a docmentary on it talking to some of the families of people who were killed. They're not saying none of them were drug dealers but several of them were not. We know the double tap one was a lie they were not drug dealers at all. In one case they blew up a boat the owner was a guy named Ricky Joseph who had a wife and 4 children. his brother said he was 100% a fisherman just a complete lie there were drugs involved.
In another a Colombian fisherman saw one of his boats getting blown up on video and the went and found the boat and towed it back in before it had sunk. They showed the boat and then showed the before pics that prove it was a fishing boat. The boat had a range of 50 to 100 miles depending on what sort of fishing it was doing, they were 1500 miles from the US when it was blown up.
This is an article, Youtube has part of the movie I haven't found the full movie yet but it's really clear that many if not the majority of these boats aren't actually drug runners.
And remember in at least one of them literally Trumps own people say the most likely thing is the boat was human trafficking and that's why there were 12 people in a "drug boat". They not only killed the traffickers, they killed the victims who were being trafficked
