Rust is inevitable. On Napoleonic days hulls would foul and require drydock or at least careeening.
The larger issue is that the idiots in charge of DoD like Kegseth are incompetent fools who only withdrew the Lincoln because the crew was starting to lose CE.
A moron like Kegaeth or Trump doesn’t know that ships need months of yard time.
