I think he means put shackles on Open Ai. The way Anthropic formed was people left Open AI to start a responsible company which then themselves became not responsible.
So my guess is he's saying if you don't put rules around OpenAi this isn't going to end well but if you do, we will follow the rules too?
But yeah clearly they endorsed Trump because he promised not to regulate them
