That was a letter writing era. And, people saved their letters. Dr. J seems to be saying that biological warfare was part of the systematic effort at genocide. And, there is just the one letter that supports this? Nobody but the one guy said this is a bad thing. Nobody mentioned it in their letter thinking it was a good thing?
