I don't think Trump will recognize any limits on his authority on any topic at all. He has already told us that he intends to blow up our country's immigration policy, citizenship laws, trade policy, tax policies, enforcement of environmental protections, consumer protections, and more. In his first term, he failed to build the wall and make Mexico pay for it - but in his second term, he will be surrounded by enablers that may actually implement the chaos he promised.
