Wallstreet article talks about selectively exempting his donors

The article is paywalled, so I couldn't access it.

How does that work? A Trump donor's company imports from Mexico, so the exemption applies to that company. Another company imports the same product from the same Mexican vendor, but that company gets hit with a tariff? Do tariffs work like that?

The same article also says that Trump donors' undocumented workers will not be subject to deportation.
