Because that is how our system works. It will huff and puff and beats its chest and take its posture to fool teh public that no one is above the law and all that nonsense, then quietly it will back out of the room with its tail between its legs.
He is too powerful to go after. Our justice system is not designed to go after powerful people. He has to lose his power first before he can be held accountable.
