If you're born male you can't compete officially as a female.
If you're looking for simple... does it get any simpler than that?
If somebody is a swimmer, but they want a sex change procedure, fine. Transition away. But just officially continue competing with the guys. Is that a disadvantage? Maybe. But it's one that the person willfully chose. There are trade offs in life. This would be one of them.
So what's more important? Feeling congruence between your body and your internal identity? Or winning medals? You may not be able to have both if things are going to be fair for everyone.
