You have these long tubes that bring cold water from the deep and bring them to the top to change the temperature above. The cost is about 1/2 a billion dollars a year which is less than the damage from hurricanes.
I linked one such study. I read about this probably about 15 years ago but it looks like it can be built now. The question is what are the unintended consequences of stopping hurricanes just like stopping forest fires in Yellowstone led to an enormous one.
Carbon sequestration is very far from being cost-effective unfortunately.
