That's the title of a BRO article that I don't have access to. But in one way, this is a dumb claim. There isn't another Curt Cignetti. What he has done at Indiana is unprecedented in the history of college football.
OTOH, there are a few things we might consider.
1) Cignetti won at 4 other schools before coming to Indiana. We might want to be a bit skeptical of guys who have only been a head coach at one place.
For example, Clark Lea of Vanderbilt has only been a head coach at Vanderbilt and he has had only 1 really successful season. Before this year he finished 7th, 7th, and 11th in the SEC. Those may be good finishes for Vanderbilt, but you have to wonder if he is a one-hit wonder.
2) Cignetti has had the same group of main assistants for years. Offensive coordinator Mike Shanahan has been with Cignetti for 10 years. Defensive coordinator Bryant Haines has been with Cignetti for 11.
I don't know if either of those qualities is a guarantee of succcess, but they are worth considering.
