And there are lots of examples of coaches who built up one program and then failed at their next job.
Lea may turn out to be the perfect coach for UCLA and he may be willing to come. And started his coaching career under Karl Dorrell and came back under Rick Neuheisal, so he has some connection to UCLA (even if those aren't the greatest mentors to have learned under).
Lea may not be the perfect example, but I still think success at one school, without a history of sustained success makes a hire more risky.
