I have been watching college football a long time and I have never seen anything like what is happening at Indiana. To take a team that has been average to below average for the past fifty years (I just made up a number here) to the #1 team in the country in the span of two years with two and three star players in insane. My personal belief is that what Cignetti has done at Indian is an aberration. He managed to get the right players together at the right time. My guess is that he will not be able to sustain it, but who knows.
Will Chesney be able to do what Cignetti has done at Indiana? Very unlikely. Can he at least get seven or eight wins consistently? I believe that is more realistic.
