1996 version of NCAA football rules

Here's a link to the '96 rules. I think they are materially the same for purposes of our discussion.

Rule 3, Section 1, Extra Periods, e: "Team series. Each team retains the ball during a series until it scores or fails to make a first down. THE BALL REMAINS ALIVE AFTER A CHANGE OF TEAM POSSESSION UNTIL IT IS DECLARED DEAD. However, Team A may not have a first and 10 if it again possesses the ball after a change of team possession." (Page FR-50.)

Rule 4, Section 1, Article 2.a: "A live ball becomes a dead ball as provided in the rules or when an official sounds his whistle (even though inadvertently) or otherwise declares the ball dead." (FR-63.)

Rule 4, Section 1, Article 2.b: "If an official sounds his whistle INADVERTENTLY during a down: ... 4. After Team B. gains possession on the try, then the try is over." [This rule was changed to address overtime, non-try (i.e., non-PAT) situations.] (FR-63.)

The situations in which a referee is supposed to declare the ball dead are in Rule 4, Section 1, Article 3 (starting at FR-63.) None of them apply.
