With all due respect that's NOT why they're not shipping to China. The CFO explained it on the call. Trumps admin put this 15% deal in place to allow them sellchips to China. It was unsafe to do so before the extortion, then suddenly it was safe after the extortion. The problem is the CFO says the admin has NOT put in any actual written regulations, guidelines or even framework for NVDA or AMD to follow so they still can't ship.

Trump announced the deal, the admin says they have export licenses now, but they can't ship anything because to ship they have to comply with export laws that aren't yet written.

I worked for a few years in export compliance, not at that level but I know what they're talking about, there's very specific clear rules you have to follow when exporting, but if the rules don't exist yet, you can't ship because you have no rules to follow.

Nvidia (NVDA) said Wednesday that the US government has not finalized a recent agreement that would require the AI chipmaker to share 15% of the revenue from sales of its H20 chips to China in exchange for export licenses.

“[US government] officials have expressed an expectation that the USG will receive 15% of the revenue generated from licensed H20 sales,” Nvidia CFO Colette Kress said in a call following Nvidia’s second quarter earnings results. “But to date, the USG has not published a regulation codifying such a requirement.”
