Residents and interns make up a significant portion of the workforce in certain areas of medicine, and I think some places, like rural hospitals have a hard time getting them.
A prestigious emergency room like Harbor UCLA has no trouble getting graduates from elite medical schools. I imagine an ER in smaller cities has a harder time getting them.
It may not affect medical care overall that much, but in certain areas the loss will be much greater.
Many rural hospitals are already in deep financial trouble. Increasing their hiring costs will make it worse.
