He could have used the mighty machinery of the US government to leverage some influence on him. The alternative is to say that the president of the US is utterly in the grasp of Israeli political forces, and I don't believe either of us want to make that assumption.
Even if we were to assume that somehow Biden had no choice but to subordinate his political will to Netanyahu's, all that does is to explain his motivation for doing what he did, which is, not just staying passively on the sidelines but actively vetoing resolutions and selling arms, i.e., participating in the killing of civilians
The only difference I see is Trump delights in the killing of Palestinians while Biden fully and willingly tolerated it, though he may have found the daily display of violence personally distasteful while the methodic slaughter of innocent people went on by the thousands.
