For no reason. Maybe he was trying to score with Kristi? Link below has video. Priest just standing there outside in public gets sniped in the head with a pepperball for exercising his 1st Amendment rights.

These are government employees in the field. The person who fired the pepperball has a name, a number, and a record of what he was doing at that place, at that time.

Let's just hope the administration that comes after this remembers that, in actual America, no one is above the law. Abolish ICE.
