What do Haiti or Cuba have do with anything? The cigar boats (go-fast) have been used since the 80s by smugglers. Pack on extra fuel, 100 kilos and off you go. Coast Guard can't catch them. It's been pretty easy run until they learn they can't outrun guided ordinance from the sky.
