It doesn't pencil out because you're forgetting about all the money that is going to end up in Trump's pocket.
Also because the White House shelter Trump cowered in during 2020 protests was under the East Wing, he's got to build a new Führerbunker, which of course will have to be larger and more luxurious than the old shelter. Them Führerbunkers don't come cheap.
