A US President can be held accountable for war crimes through impeachment by Congress, or, after leaving office, through foreign tribunals like the International Criminal Court (ICC). Congress holds the power to impeach and remove a president for "high Crimes and Misdemeanors," while the ICC can prosecute individuals for crimes like war crimes and crimes against humanity if national courts are unable or unwilling.
