Economists generally point to several major factors:

The OPEC+ cuts (moderate contribution)
The cuts helped stabilize oil prices after COVID caused demand to collapse.

They also meant producers did not immediately restore all production when demand recovered in 2021–2022.
This left the market tighter than it otherwise would have been.

Rapid demand recovery (major factor)
As economies reopened, people drove and flew much more.
Oil demand rebounded faster than global production.

Years of underinvestment (major factor)
After the 2020 oil price crash, many companies cut drilling and investment.
Even when prices rose, it took time to increase production.
