It will require quite a bit of infrastructure that does not exist right now. There are a lot of architectural corners that need to be nailed first, with respect to security, the question of who gets to access what parts of it under what authority, i.e., the legal framework around it. Plus, who gets to administer it and what kind of firewall you can build to secure neutrality for that agency.

If Democrats win the house and the senate, they will in principle be in a position to take action and change things. With the hindsight of having seen how all the institutions collapsed in response to a mad king, they should be able to create an agency with the right types of safeguards. If they don't think they can do that, why are they even running for office?

Centralized control of identification

I think this is a technological question as much as it is political, and may have a technological solution where the repository is centralized but its control is distributed. I'm sure there are models that are already in place around the world that has tackled the problems we have to deal with now.

I think being in the heightened state of alert we're constantly in and always having to play defense, we start paying too much attention to our confinements and feel trapped in a sense. We stop thinking about other ways to do things that we have not done before: proportional representation, for instance, another pet peeve of mine. But doing the same thing in the same way and hoping for a better result this time is not the way out. The issue of citizenship is not going away, IMO, and people will need a way to be able to prove their status without having to track down some damn birth certificate from a county they probably can no longer can remember. Let's be engineers again and manufacture novel solutions instead of running around in a circle. That's the essence of my position.
