I don't have a Times sub so I can't read the whole thing but Leonnig implied they think it's part of an election plot.
That is FBI will bring allegations the prosecutors will then pursue them and Trump will use that as grounds for refusing to confirm the results of the election.
Mark Kelly was talkign about it earlier too he said they're very concerned that Trump is plotting all sorts of things to steal the midterms including just outright refusing to seat Dems who win and that this may be part of that plot
He also suggested they don't really know if they have enough Republicans who are willing to do the right thing and not enable Trump.
