The Obamacare "fraud:" claim is stupid

Dr Oz says a big part of the fraud is 35% of the people on the plans, don't ever use their coverage. That's fraud? They're paying for it, in California you HAVE to have insurance so if Obamacare is the best option you getit. If you don't need to use it you don't use it, that's not fraud.

So they're claiming they're saving us billions by doing this but that makes no sense, if you take people who are PAYING for insurance, and don't use it, unless they're all getting huge subsidies, how does that save money they're not paying in anymore?
