THere's something in there that the anti 40 people all claim will allow the legislature to change the bill to tax all of us. Google explains it here but everything I've read says it's explicit this is a one off. I don't know why this is in there to be honest but Brin et al are trying to scare everyone into thinking that's the plan, pass it then amend it and tax all of us not just them.
