They closed because of their own problems. More refineries closed under trump than Biden.

Several refineries did close or reduce operations during Biden’s presidency (2021–2025), but EIA attributes closures to factors including low demand during COVID-19, hurricanes, accidents, economics, and conversions to renewable-fuel facilities.
For example, Phillips 66’s Rodeo, California refinery shut down crude refining in March 2024 and was converted to renewable diesel.
