Escondido in San Diego county someone reported finding unsigned mail in ballots and voter pamphlets strewn all over the pullout from a road. They called the sheriff by the time the sheriff arrived another bystander had picked them up and delivered them to the local post office. They are investigating but dozens of people whose ballots were there confirmed they have not received their actual ballot and were notified their ballots were in the ones found by the road. Based on it just being ballots and voter books it appears someone stole sorted mail and just threw it out the window of a car
